HUMAN RESOURCES SPECIALIST - SUBSTITUTE ASSIGNMENT


The following position is available as a substitute assignment for Grossmont Cuyamaca Community College District, Human Resources Department. The assignment is for approximately five (5) months or until the hire of a full-time permanent employee.

The assignment will primarily assist in these tasks:
  • Track, monitor, and process worker's compensation claims.
  • Daily tracking and coordinating all employee leaves.
  • Process all DMV records retrieval and notifications.
  • Assist with scheduling ergonomics evaluations and the procurement of ergonomic and ADA
    equipment.

    SALARY:
    CL-34, Step A: $3,958 per month

    STATUS/ASSIGNMENT:
    Temporary/Approximately five (5) months

    SCHEDULE/HOURS:
    Monday - Friday 8:00 AM - 5:00 PM; with flexibility.


    SUMMARY:
    Under the direction of an assigned supervisor perform a wide variety of specialized and moderately complex duties to relieve the administrator of administrative detail. Perform a variety of specialized secretarial and clerical duties. Research, review, implement, administer and coordinate workers' compensation program and leave programs for all employees according to district policies and procedures, labor agreements, federal and state law and Education Code. Performa a variety of para professional administrative duties involving integration of federal and state mandates as appropriate; provide a variety of technical information and assistance to employees.

    ESSENTIAL FUNCTIONS:
    Perform a variety of secretarial and clerical duties including maintaining records and files, preparing and processing reports and forms, preparing correspondence, and ordering supplies.
    Track and monitor workers' compensation claims and status to ensure efficient and cost effective claims processing. Conduct preliminary investigations and consult with claims administrator. Develop return-to-work arrangements for injured employees.
    Prepare, maintain and process a variety of documents, such as workers' compensation claim forms and reports, ensuring compliance with applicable rules and regulations.
    Run reports, requisitions, work orders, purchase orders, fund transfers and other documents related to assigned functions.
    Prepare agenda items for meetings as required; take and transcribe minutes and distribute to appropriate personnel; maintain records of meetings as required.
    Daily tracking, organizing, and coordinating of all employee leaves, ergonomic consultations with vendors, and accommodation requests.
    Perform a variety of duties independently in support of functions delegated to assigned administrator; interpret and apply rules and regulations as appropriate.
    Provide information and assistance to students and staff concerning health and safety problems, insurance, and related matters.
    Maintain and compile a variety of records and files related to environmental, health and safety and operations.
    Prepare a variety of reports, databases, spreadsheets, manuals, and guides as required; prepare and process student and staff accident and athletic insurance claims; receive information and reports on campus accidents and unsafe conditions.
    Prepare requisitions; maintain current budget information; monitor budget expenditures, assist in budget preparations.
    Schedule meetings, conferences and appointments for department; arrange travel accommodations for department as required.
    Coordinate communication with other district departments and personnel by distributing various publications and notices. Coordinate communication and activities with other educational institutions, vendors, other outsideorganizations and the public.
    Oversight of District DMV records retrieval and notifications. Assist with ensuring compliance of Driver Data policies and regulations.
    Complete, or arrange for, the ergonomics evaluations and assistance with procurement of ADA accommodations equipment according to federal, state, county and city ordinances.
    Assist in the investigation of claims upon notification. Establish and maintain thorough claims files; input data into claims system; work with the appropriate administrator to establish proper reserves; assist with the management and resolution of claims.
    Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures, regulations and training.
    Handle sensitive and confidential information relating to employees.
    Operate a variety of equipment such as safety cart, personal computer, calculator, copy machine, etc.

    SECONDARY FUNCTIONS:
    Train and provide work direction to others.
    Perform related duties as assigned.

    KNOWLEDGE AND ABILITIES:
    KNOWLEDGE OF:

    Federal and State Laws and Education Code regarding workers' compensation and leaves.
    Modern office practices, procedures and equipment including telephone techniques. Outside health agencies and their services.
    Applicable health regulations and laws.
    Correct English usage, grammar, spelling, punctuation and vocabulary.
    Current claims law and practices.

    ABILITY TO:
    Administer and coordinate workers' compensation and leave programs for employees according to district policies, procedures, labor agreements, federal and state law and Education Code.
    Exercise discretion and independent judgment in accordance with district policies and procedures.
    Coordinate office activities and perform specialized clerical duties. Communicate effectively both orally and in writing.
    Interpret, apply and explain rules, regulations, policies and procedures.
    Perform clerical duties such as taking minutes at committee meetings, preparing correspondence, filing, duplicating, typing, etc.Maintain records and prepare reports, spreadsheets and databases.
    Understand and follow oral and written directions.
    Work independently with little direction; plan and organize work to meet schedules and timelines.
    Operate a personal computer including various software packages to enter and retrieve data using keyboarding skills in an efficient and effective manner consistent with requirements of the position.
    Operate a variety of office and specialized equipment including computer equipment, typewriter, and copier. Train and provide work direction and guidance to part-time employees.
    Establish and maintain cooperative and effective working relationships with others.
    Make arrangements for meetings and conferences.

    EDUCATION:
    Graduation from high school or equivalent supplemented by formal training in workers' compensation and leaves.

    EXPERIENCE:
    Two years increasingly responsible clerical experience in Human Resources. Experience in workers' compensation and/or leave processing.

    WORKING CONDITIONS:
    Typical office environment subject to constant interruptions and frequent interaction with management, faculty, staff and the public.
