Job Summary:
As the Manager, Human Resources: Employee Experience & Civil Rights, you'll play a crucial role in supporting the University's compliance with civil rights laws and policies. You'll be responsible for evaluating, addressing, and triaging complaints that come through the Division of Talent, Culture, and Human Resources (TC&HR), ensuring a fair and inclusive process for all community members.
In this role, you'll contribute to civil rights investigations, employee relations, and organizational development, with a focus on building a positive institutional culture. You'll help drive initiatives related to performance management, diversity and inclusion, and policy development. As part of a collaborative team, you'll work closely with colleagues in TC&HR and partner with staff, faculty, and leadership at all levels to implement policies and practices that support Bucknell's commitment to an inclusive, supportive, and diverse campus environment.
In addition to your day-to-day responsibilities, you'll actively engage in the University's strategic efforts to advance diversity, equity, and inclusion, helping Bucknell stand out as a leader in fostering a welcoming, vibrant community.
Job Duties:
Reporting Relationships:
- Reports to Director, Employee Experience, Culture & Title IX Coordinator
What You'll Do:
Investigations: Investigates claims of discrimination and harassment involving students, employees, and third parties. This includes conducting interviews, collecting evidence, and drafting high-quality investigation reports in accordance with University policy and federal/state laws.
Collaboration and Resource Allocation: Works closely with campus offices, advocates, and advisors to ensure that appropriate resources are available to all parties involved throughout the investigation and adjudication process.
Culture and Conflict Resolution: Collaborates with the Director to assess and address culture concerns, applying appropriate policies, facilitating support, recommending interim measures, and providing conflict resolution consultation and coaching to maintain a healthy learning and work environment.
Employee Relations Management: Manages employee relations matters, overseeing or conducting thorough investigations into employee behavior, performance, conduct, and other workplace issues, ensuring balance between employee needs and the University's operational needs.
Providing Guidance and Compliance: Advises supervisors on coaching strategies and progressive discipline, ensuring compliance with University policies and legal requirements, including Title IX, Title VI, Title VII, VAWA, ADA, and ADAAA.
Title IX Compliance: Collaborates with the Director and team to ensure institutional compliance with Title IX, VAWA, the Campus SaVE Act, Civil Rights Act of 1964, and other relevant federal and state laws.
Interdepartmental Collaboration: Works closely with various divisions across campus, including Student Affairs, Athletics, the Office of Equity & Inclusive Excellence, and the Provost's Office, on matters related to institutional equity, non-discrimination, and Title IX.
Resource and Training: Serves as a resource for all constituencies on issues related to protected class discrimination, harassment, and Title IX, including prevention and training efforts, remedial response, and compliance.
Culture and Climate Assessment: Partners with the Director to assess and influence the campus climate and culture for faculty, staff, and students, recommending solutions to improve retention and engagement efforts across the University.

What You'll Bring:
- Education and Experience: The ideal candidate will possess either a Bachelor's degree in a relevant field and 3-5 years of experience in investigations, Title IX, employee relations, civil rights, or similar areas; or an Associate's degree or relevant HR certification (e.g., HRCI, SHRM, investigator) and at least 7 years of experience specializing in investigations, Title IX, employee relations, civil rights, or related fields. - Investigation Experience: Demonstrated experience in conducting employee and/or student investigations in a fair, impartial, and thorough manner.
- Expertise in Title IX and Civil Rights Regulations: In-depth knowledge and practical experience in implementing Title IX regulations, civil rights laws, anti-discrimination policies, and other related legal and institutional frameworks.
- Commitment to Diversity, Equity, and Inclusion: Proven ability to actively contribute to fostering diversity, equity, inclusion, and a sense of belonging through policy development, procedural improvements, programmatic initiatives, and community engagement.
- Technical Proficiency: Strong working knowledge of relevant software applications (e.g., MS Office Suite, HRIS, case management systems) to effectively collect, analyze, organize, and present data and findings.
- Communication and Analytical Skills: Exceptional verbal and written communication skills, with the ability to analyze complex issues, present clear findings, and make well-supported recommendations. Strong analytical and critical thinking abilities are essential.
- Case and Workload Management: Ability to independently manage multiple cases or tasks, balance competing priorities, and maintain the highest level of confidentiality while handling sensitive information.
Preferred, but not required:
- Experience in higher education or a service-oriented organization.
- Advanced knowledge of employment law and HR policies and practices and/or HR certification (PHR, SPHR, SHRM-CP, SHRM-SCP).
- Training and experience in implementing mediation and alternative dispute resolution practices to assure a culture of belonging and inclusion for all.

72,640.00-90,800.00
The offer rate will be based on a review of the candidate's credentials compared to the qualifications of the position, internal equity, and our overall compensation philosophy.
This role is not budgeted for visa sponsorship at this time, all candidates must be authorized to work in the US at the time of submission of the application.
