Job Summary


The College of Engineering and Applied Science (CEAS) encourages applications for a Manager of Human Resources! This position functions as the Manager of Engineering Human Resources in the College of Engineering and Applied Science reporting to the Assistant Dean for Organizational Development, Culture and Equity (the assistant dean of human resources for the college). The Manager of Engineering Human Resources will be responsible for managing a team of HR professionals who support departments, programs, and units across the college. The position will work closely with leaders across the college when matters advance beyond the assigned HR professional, up to and including seeking support from the assistant dean of HR. The College of Engineering and Applied Science at CU Boulder is the second largest of seven schools and colleges at one of the nation's top public research institutions. This position provides leadership and human resources services to over 20 departments/programs for staff and faculty roles in order to attract, develop, motivate and retain a diverse and highly effective workforce capable of advancing the academic mission.

This position will be responsible for the timely management of all employee recruitment, selection, and hiring processes for all units within the college's approval guidelines while working alongside our campus Position and Compensation Management team, and acting as the subject matter expert and liaison to campus HR on all position management, compensation, recruitment, and employee-related services. Additionally, this position has oversight of all HR management functions including all planning and appraisal processes for permanent classified and University Staff employees, faculty hiring and reappointment processes managed by the dean's office HR team (which includes instructional, research, and supplemental faculty for college programs), and graduate student research appointments for college programs, in cooperation with the Office of Faculty Advancement, the university campus research faculty HR team and the university graduate school.

This position is responsible for a team of 3 HR generalists who will directly manage portfolios to advise department leaders on all HR matters about employee recruitment, selection and hiring process, performance management, and employee relations matters. This oversight will include training, rolling out performance management tools and philosophies college-wide, building policies and guidelines to support college-wide HR initiatives, and creating consistent practices and processes.

This position serves as the right hand to the assistant dean of HR providing advisement on unit-specific matters. This role can be requested to act on behalf of the assistant dean of HR in case of absence.

What Your Key Responsibilities Will Be


Human Resource Management and Supervision:
  • Oversees and directs dean's office HR Generalists to create procedures, improve timeliness, and increase efficiencies in all HR processes performed by the team including but not limited to, hiring, staffing, compensation, onboarding, and performance management for classified, university staff and temporary positions and where applicable instructional, supplemental, and research faculty.
  • Works closely with campus HR centralized services (talent acquisition, employee relations, position management & compensation, employee relations, and learning & development) to provide comprehensive HR services aligned with university practices, philosophy, mission, and programs.
  • Assesses current HR processes, makes recommendations for improvement and implements changes to ensure consistency and efficiency across the college.
  • Provides ongoing coaching, leadership, and development of the HR team including but not limited to setting clear goals, managing team projects and initiatives, and creating a healthy and productive feedback culture.
  • Receives and completes initiatives distributed across the HR team, directed by the assistant dean of HR, to further the mission and objectives of the college.
  • Manages HR team schedules, approves time and attendance requests, and ensures HR coverage for dean's office HR responsibilities throughout the year.
  • Provides honest, clear, and timely feedback; demonstrates good listening and questioning skills; sets an example as a collaborative and accountable teammate within the team and across the college.

Performance Management and Employee Relations:
  • Leads oversight of the performance management process within the college utilizing processes and procedures to ensure the use of Cornerstone Performance Management system, including goal setting, mid-year feedback, year-end reviews, by setting annual timelines and owning the tracking of timely completion for university and classified staff for the college.
  • Manages annual training on tools used in HR operations, such as the Cornerstone Performance Management system; advises participants on how to write effective goals, advises managers and directors on how to set clear expectations for their teams.
  • Is responsible for ongoing coaching for managers and directors on how to address performance or behavior concerns along with ongoing coaching to hold employees accountable for performance objectives.
  • Handles employee grievances/dispute resolutions or progressive field processes in the college, with the assistant dean of HR as an advance point, and works with employee relations on management and closure of employee relations matters up to and including separations.
  • Researches and advises the college on University policies, practices, and state and federal regulations.

Position Management, Recruitment, and Compensation:
  • Manages HR team working with hiring authority to review and advise on filling vacancies, reevaluate current positions, and create new positions in alignment with more standardized roles supporting growth within consistent job families by level.
  • Ensures utilization of position and job description management processes through the university Avature tool, along with ongoing alignment of fair and consistent compensation practices across the college and university.
  • Maintains oversight of all employee recruitment, selection, and hiring for the college in alignment with campus philosophy, and approved college headcount practices and procedures, while finding ways to improve timelines and efficiencies in the hiring process.
  • Ensures the HR team provides correct interpretation of department, university, and state guidelines and policies related to recruitment and selection for hiring authorities.
  • Leads annual compensation and equity analysis for college in advance of the annual operational planning process; lead HR team in advising units on compensation issues.
  • Partners with position management to provide periodic job description reviews and compensation reports by job family and level to the assistant dean of HR in initiatives to analyze and evaluate organizational structure, and equity.
  • Serves as key compensation subject matter expert for the college for University and Classified staff.

Special Project, Leadership, and Other Duties as Assigned:
  • Provides ongoing support to the assistant dean of HR for various initiatives including but not limited to: the development and execution of training for HR processes delivered to the college, evaluation and re-alignment of job descriptions, and evaluation and implementation of student and teaching staff compensation practices.
  • Is responsible for Onboarding events for the University and Classified Staff for the college.
  • Organizes and supervises HR-owned college-wide events and activities to foster community and celebrate accomplishments, with the support of the HR team and partners.
  • Acts as a representative of the college for university-wide initiatives as needed.
  • Manages HR Operations budgets for events, employee development, and recognition.
  • Serves as a non-voting ex-officio member of the Engineering Staff Council and mentors committees as needed.

What We Can Offer


The starting salary range for this position is $80,000 - $96,000. Relocation assistance is available within department guidelines.

What We Require

  • Bachelor's degree from an accredited college or university.
  • Five years of progressively responsible and diverse human resources or management experience, including supervisory experience.

  • Excellent interpersonal skills, including verbal and written.
  • Attention to detail.
  • Proven ability to prioritize and self-direct completion of work while using planning and project management tools to communicate with College Administration.
  • Sophisticated expertise in Microsoft Office Suite software, primarily Word and Excel.
  • Sensitivity to and appreciation of cultural, political, and geographical differences, with ability to work well with faculty, staff, and individuals from around the world.
